(WFAA-TV News) DALLAS — One day after a dramatic water rescue on Lake Ray Hubbard, there is concern about whether some boat ramps along the shore are too easily mistaken for roads.

Shortly before 1 a.m. Saturday Ngac Do, 20, and her cousin, Nhi Tran, 21, became trapped in their sinking Honda Civic after Do drove onto a boat ramp and directly into the frigid waters.

“At night, their lights don’t hit that water until it’s almost too late,” said Rockwall County Sheriff Harold Eavenson. “I could see how they could drive off in there.”

ROCKWALL – A Rockwall County jury convicted a Rockwall ex-con who beat up his 77-year-old grandmother of a third degree enhanced felony offense of Injury to an Elderly Person Dec. 7 and sentenced him to fifteen years in the Texas State penitentiary.

Jeffrey Shane Swartz, 36, who had moved in with his grandmother in Rockwall after being released from prison, was charged with physically assaulting her in June of this year.

Evidence showed that there was a history of physical and verbal abuse against her by the defendant, as well as a number of thefts from her person and bank account, according to Rockwall County Criminal District Attorney Kenda Culpepper.

“Law Enforcement has a special responsibility to protect our more vulnerable citizens, including the elderly,” said Culpepper.

“I was glad the jury embraced this responsibility and sent a message that Rockwall County protects its own.”

ROYSE CITY – What appeared to be a live bomb left on a Royse City street Thursday evening caused Royse City Police to close Highway 66 and cordon off several blocks of the city for three hours.

According to Royse City Police Chief Carl Alsabrook, while some of the components of the device found in the 200 block of W. Main near Houston St. were legitimate – dynamite tubes and blast caps – the device appears now to have been “an elaborate hoax.”

He explained the details which are known as of this morning.

“Two gentlemen were remodeling a business in the 200 block of West Main. As they got out of the truck they noticed what looked like an explosive device,” said Chief Alsabrook. “They notified us.”

Once we saw it, we cordoned off a perimeter and called the Garland Bomb Squad. The device looked legitimate enough to not risk anyone’s safety.”

“Garland PD arrived and looked at the device and felt that it was legitimate. They used a robot to remove the device, dismantle and inspect it. While some of the components were legitimate (dynamite tubes and blast caps) the device appears now to have been an elaborate hoax.”

“Fortunately after three hours or so, the situation was safely resolved and traffic returned to normal.”

Chief Alsabrook said the components will be sent off to the lab for testing and fingerprint processing and police “will work with the ATF to attempt to figure out the who, what, when and why.”

During this event, he added there were approximately 40 residents and merchants who were evacuated for safety purposes. Anyone outside of the area of danger was sheltered in place.

LUBBOCK — The divorce of former Rowlett resident Darin Routier from Texas death row inmate Darlie Routier was finalized Friday in Lubbock County, where the father now lives with the couple’s youngest son.

Darlie Routier is the former homemaker who was condemned in 1997 after her two young sons were fatally stabbed in their Rowlett home in 1996.

Routier said after filing for divorce in June that he still believed his ex-wife was innocent but the time had come to move on.

Darlie Routier was convicted of killing their five-year-old, Damon. The 40-year-old mother was also charged with killing his six-year-old brother, Devon, but was not tried for that death.

Darlie Routier has maintained her innocence from the start, contending that an unidentified intruder killed the boys and stabbed her in their family’s Rowlett home.

One of 10 women awaiting lethal injection in Texas, she is currently in prison in Gatesville, between Dallas and Austin.

ROCKWALL – A Rockwall County jury returned guilty verdicts against a Dallas resident yesterday on third-degree enhanced charges of Burglary of a Building for his role in break-ins in Rockwall and Royse City.

Mario Terrell Martin, 24, was subsequently sentenced by 382nd District Judge Brett Hall to two maximum and concurrent sentences of ten years.

“The defendant had six prior felony convictions for theft, drug and weapons related offenses,” said Kenda Culpepper, Rockwall County Criminal District Attorney. “We thought the maximum sentence was both appropriate and well deserved.”

Alex Imgrund, lead prosecutor in the case, said Martin acted as look-out during the early morning break-ins at the Charles Grocery Store in Royse City and the Rockwall Pawn Shop on April 30, 2010.

He added the investigation was a collaboration of the Royse City and Rockwall Police Departments and Rockwall Sheriff’s Office.

“It was an impressive effort by law enforcement,” he said. “It is a privilege to work alongside such dedicated public servants.”
