Rockwall City Council names Rick Crowley new City Manager

ROCKWALL – The Rockwall City Council voted 7-0 Monday night to appoint Interim City Manager Rick Crowley to the permanent position of City Manager for the City of Rockwall.

The decision was made conditioned on the basis that both parties agree to the terms of a contract which has not yet been finalized by either the City or Crowley.

Crowley has been serving in the position since last November after the open-ended contract of former City Manager Julie Couch was terminated.

Formerly the Assistant City Manager under Couch, Crowley has worked for the City since 1984, when he was hired as an administrative assistant.

According to Rockwall Mayor David Sweet, there were 61 applicants, reduced down to 20, with seven interviews.
