Rockwall man arrested for hit and run that killed man riding bike


LIBERTY – A Rockwall man was arrested Tuesday at a Longview hotel by State Troopers whom they say is responsible for the hit-and-run that killed a 31-year-old Liberty City man in July.

Andrew Martin Shelton, 49, remained Wednesday in the Gregg County Jail, where he was being held on $75,000 bond. He faces a felony charge of failure to stop and render aid, thus far, with additional charges pending. The case has been turned over to the Gregg County District Attorney’s Office.

At the time of the incident, Shelton was in the area working road construction for Knife River, officials said. According to the arrest warrant, he was off duty when State Troopers say they believe he hit Brian Scott Carr, who was riding his bike about July 22 at about 5 pm on Rice Road in Liberty City.

Carr, who had Down syndrome, was taken to a Longview hospital with several broken ribs and a collapsed lung. He died from his injuries about two weeks later.

According to the arrest warrant, Carr told witnesses and Department of Public Safety Trooper Robbie Dillard he was struck by a black male who was driving a white van. Carr told the trooper the driver stopped, approached him as he lay on the ground, then fled the scene.

DPS public information officer Jean Dark said the arrest was made possible by information received from the public.

An acquaintance of Shelton’s told officials he knew the identity of the driver through information from a family member, according to the arrest warrant. The family member also identified Shelton as the driver.
