Rockwall Council votes 5-2 to end contract with City Manager Julie Couch

ROCKWALL – In a stunning development, the Rockwall City Council voted 5-2 at their regularly-scheduled meeting last night to have City Attorney Pete Eckert draw up the papers to officially end the City’s contract with City Manager Julie Couch.

The public vote came late in the night after the second Executive session was concluded with no citizens in the audience.

According to City Hall observers, Couch has been in the position for approximately 30 years. No detailed information could be obtained this morning.

No reason was given for the decision either last night or yet this morning. All media inquiries have been directed by Council members to Eckert, who was not yet available for questioning this morning.

Second-term Council member and Mayor Pro Tem Mark Russo made the motion to have Eckert draw up the papers. Third-term Council member Cliff Sevier seconded the motion.

Mayor David Sweet and new Council members Michelle Smith and David White voted with the majority. Third-term member Margo Nielsen and new member Bennie Daniels voted against the motion.

Eckert was asked to have the papers drawn up by the next Nov. 21 Council meeting, according to Council members who asked that their names not yet be used.
