Judge David Rakow appointed new 439th District Judge by Gov. Perry

By J.J. Smith. Rockwall County-Court-at-Law Judge David Rakow has been appointed the new District Judge of Rockwall’s new 439th District Court by Texas Gov. Rick Perry, the Governor’s Office announced yesterday.

According to Judge Rakow, he received a phone call from the Governor’s office Nov. 2 notifying him of his new appointment.

He submitted a resignation letter to Rockwall County Judge Chris Florance the next day, requesting to open the 439th Court Nov. 30, 2010.

“I am very excited,” he said. ” I have enjoyed serving as County Court-at-Law Judge and look forward to continuing to serve in this new position.”

Elected in 2004 as Rockwall County’s new Court-at-Law Judge, he has presided since then primarily over misdemeanors and some Class C felonies on the second floor of the County Court building at 1101 Ridge Rd.

He said the County Court-at-Law courtroom will now become the new 439th District Court room.

The Court-at-Law room will move downstairs to the first floor to the Auxiliary Courtroom until all District and County courts are moved into the new Rockwall County Courthouse when the building is complete late next year.

County Commissioners will soon appoint a replacement for Judge Rakow. The application deadline is this Friday.

Judge Rakow said Rockwall Co. Criminal District Attorney Kenda Culpepper is also hiring additional prosecutors for the new District Court.

“This is a very good thing. But there sure is a lot to do,” said Judge Rakow.

“I’m trying to transfer property. There are lots of logistics involved. I’m trying maintain my current position while transitioning to the new position. It’s a little bit overwhelming, but it’s all good.”

Judge Rakow served previously as a former assistant criminal district attorney for Rockwall County for seven years and Kaufman County for three years.

A member and past president of the Rockwall County Bar Association and Rockwall Rotary Club, he is  a member of the First United Methodist Church Rockwall Board of Trustees.

He is also a past board member of the Rockwall ISD Education Foundation, Rockwall County Boys and Girls Club, plus a volunteer with the Rockwall County YMCA.

Judge Rakow received a bachelor’s degree from the University of Texas at Austin and a law degree in 1994 from Valparaiso University School of Law in Indiana, where several other family members also obtained their law degrees.
